Measures to moderate demand for foreign manpower in effect from 1 July 2013

From 1 July 2013, the following changes will apply to all sectors:
  • Increase in qualifying salaries for S Passes from $2,000 to $2,200
  • Progressive increase in levy rates for S Pass and Work Permit holders
  • Change in monthly salary threshold from $850 to $1,000 for locals to be considered full-time employees
More measures levied on services sector include the Market-Based Skills Framework (MBSF), Job Flexibility Scheme (JFS) and reduced Dependency Ratio Ceiling (DRC) and S Passes sub-DRC. There will also be a further 15% cut in the Man-Year Entitlement (MYE) and implementation of the Tender Price Index (TPI)-adjusted MYE formula for the construction sector.

Quota And Levy
The number of S Pass holders a company can employ is capped at a sub-quota, or Dependency Ceiling (DC), of 20% of the company's total workforce.

Note: Employers are not allowed to retain foreign workers in excess of the DC allowed for their sector. Employers will need to increase their local workforce or MOM will cancel the work passes of excess Work Permit and S Pass holders.

Medical insurance

The requirement to purchase and maintain medical insurance is a Condition of an S Pass. For medical insurance policies taken up or renewed on/or after 1 January 2010, the insurance coverage must be at least $15,000 per year for each worker's inpatient care and day surgery during his/her stay in Singapore.

S Pass Eligibility

You are eligible to apply for the S Pass if you will be earning a monthly fixed salary of more than S$2,200 and satisfy the points system criteria which takes into account the following criteria:
  • Salary – a minimum of $2,200 monthly fixed salary
  • Qualifications – Attainment of a diploma/degree educational level or possess technical certificates that trains you to be a qualified technician or specialist in your chosen field after a minimum of one year full time study.
  • Job Type – whether you are applying for a professional, specialist or technician level jobs.
  • Work experience – the number of years of relevant work experience that you have for the job applied for.

Documents required for S pass 

  • Copies of educational certificates and past employment testimonials
  • A copy of the personal particulars page of your passport

Renewal of Spass

The Ministry of Manpower will send an S Pass renewal form to your employer two months before your S pass expires. You should submit the renewal application at least 4 weeks prior to the expiration of your S pass. Upon approval, your employer will receive a letter of notification and your new pass is ready for pick up at the Ministry of Manpower
